In his second term, President Donald Trump has searched far and wide for a fearsome prison to call his own. He sent immigrant detainees to the Guantánamo Bay Navy base in early February and floated plans (that soon fizzled) to hold 30,000 people there. In March, he shipped planeloads of detainees to the CECOT megaprison in El Salvador.
