  Cargo theft across North America did not spike dramatically in volume during 2025, but the financial impact surged as organized criminal groups became far more strategic. New data from Verisk CargoNet shows that estimated cargo theft losses climbed to nearly $725 million, a 60% increase compared with 2024. During the same period, confirmed theft incidents rose a more modest 18%, highlighting a major shift in how criminals are operating. Rather than stealing opportunistically, organized crime groups are now focusing on fewer but far more valuable shipments. The average loss per incident jumped 36%, rising from about $202,000 to nearly $274,000 per theft.
