A zoning change for the former K-Mart lot along Losey Boulevard has been approved by the La Crosse city council. It passed Thursday night by a vote of 9 to 4. The developer of the Copper Rocks project is planning to construct more than 200 apartments at the intersection of Losey and State Road, within a group of buildings up to five stories tall. The council voted 9-to-4 against a resolution calling for designating $120,000 from a city fund for new trash cans and decorative planters in the main business district. The replacements would take place in an area near the two bridges, partly on 3rd and 4th Streets. An attempt to delay action on the plan for a month was defeated by the council.
